Although the Web is universally recognized as one of the most relevant tools for scholarly communication, it is still very rare these indicators are used for the evaluation of the scientific research and the academic performance of universities. Webometric indicators are provided to show the commitment of the institutions to Web publication.

A research paper in the peer-reviewed scientific journal Scientometrics found "reasonable similarities" between the Webometrics rankings and other prominent university rankings despite using a webometrics ranking of world universities different set of features to determine each university's rank.

These similarities were increased when the comparison was limited solely to European universities. Criticism College and university rankings are rankings of institutions in higher education which have been ranked on the basis of various combinations of various factors. None of the rankings give a comprehensive overview of the strengths of the institutions ranked because all select a range of easily quantifiable characteristics to base their results on.

Rankings have most often been conducted by magazines, newspapers, websites, governments, or academics. In addition to ranking entire institutions, organizations perform rankings of specific programs, departments, and schools. Various rankings consider combinations of measures of funding and endowment, research excellence and/or influence, specialization expertise, admissions, student options, award numbers, internationalization, graduate employment, industrial linkage, historical reputation and other criteria.

Various rankings mostly evaluating on institutional output by research. Some rankings evaluate institutions within a single country, while others assess institutions worldwide. The subject has produced much debate about rankings' usefulness and accuracy. The expanding diversity in rating methodologies and accompanying criticisms of each indicate the lack of consensus in the field. Further, it seems possible to game the ranking systems through excessive self-citations or by researchers supporting each other in surveys.

UNESCO has questioned whether rankings "do more harm than good", while acknowledging that "Rightly or wrongly, they are perceived as a measure of quality and so create intense competition between universities all over the world". Middle East Technical University is a public technical university located in Ankara, Turkey.

The university puts special emphasis on research and education in engineering and natural sciences, offering about 40 undergraduate programs within 5 faculties, 97 masters and 62 doctorate programs within 5 graduate schools. The main campus of METU spans an area of 11,100 acres (4,500 ha), comprising, in addition to academic and auxiliary facilities, a forest area of 7,500 acres (3,000 ha), and the natural Lake Eymir.

The term webometrics was first coined by Almind and Ingwersen (1997).

A second definition of webometrics has also been introduced, "the study of web-based content with primarily quantitative methods for social science research goals using techniques that are not specific to one field of study", which emphasizes the development of applied methods for use in the wider social sciences.

The purpose of this alternative definition was to help publicize appropriate methods outside of the information science discipline rather than to replace the original definition within information science. The Academic Ranking of World Universities ( ARWU), also known as the Shanghai Ranking, is one of the annual publications of world university rankings. Critics have argued that over-reliance on scientometrics has created a system of perverse incentives, producing a publish or perish environment that leads to low quality research. The University of Dar es Salaam ( UDSM) is a public university in Dar es Salaam, Tanzania. It was established in 1961 as an affiliate college of the University of London. [2] This ranking system measures how strongly a university is present in the web by its own web domain, sub-pages, rich files, scholarly articles etc. [2] The central hypothesis of this approach is that web presence is a reliable indicator of the global performance and prestige of the universities and as such, is an indirect way to measure all the university missions (teaching, research, transfer).

A research paper in the peer-reviewed scientific journal Scientometrics found "reasonable similarities" between the Webometrics rankings and other prominent university rankings despite using a very different set of features to determine each university's rank.
