The IAFC's Officer Development Program (ODP) prepares officers at specific levels for future career advancement while giving them the leadership skills to excel in their current position. All seven levels of ODP are offered each year at FRI and we offer various levels regionally throughout the year.
The program is designed to meet the job performance requirements outlined in NFPA 1021 and follows leadership standards published by the IAFC in the Officer Development Handbook. **Please note that officer development program Officer Development Handbook is under revision and some of the information and recommendations may have changed. COLS is a three-level program designed to meet the specific management and training needs of company officers based on their roles and responsibilities.

CHIEF is a two-level program, one for those new to the role and the other for more veteran officers. Discover topics such as community risk reduction, HR, operations, and health and safety. Executive Chief Officer Leadership (ECO) Take advantage of valuable insights from experienced presenters, focused on your advanced development at the executive level. ECO is a two-level program, intended for both aspiring and current chiefs. The courses focuses on community marketing, research and data, mutual aid and mergers.
Endorsed by and produced in partnership with: Executive Fire Officers (EFO) Section ODP Policies for Credit and Transcripts ODP attendees must attend all sessions/days of the program in order to receive credit. Attendees cannot pick-and-choose between different levels of the program, nor can you complete part of the program one year at one location and finish it at a officer development program date or location. For example, if you register as ODP-CHIEF II, you must attend all CHIEF II sessions, including the three general sessions and dedicated expo time.
FRI attendees can print transcripts and certificates onsite. Attendees will also be able to print officer development program from iafc.org/friTranscripts after FRI. It's the attendee's responsibility to obtain their transcript and/or certificate and ensure it is accurate. BY MIKE WISKO Fire service leadership is one of the leading topics at any fire service conference you attend today. Without a doubt, leadership is important and has become a lost art in many departments.
Unfortunately, as most veteran fire officers retire, they take their experiences with them. They may have instilled officer development program lessons, ideas, opinions, and beliefs into those closest to them, but in most departments, this history is lost. Quite often, when a veteran retires, you can hear the younger firefighters saying things like, “Another dinosaur down,” or “Don't let the door smash your tail, old man!” In some cases, this may be accurate, but I feel that many of the younger firefighters lose sight of the value and experience these officers brought to their departments.
For the past several years, the department I work for has struggled with this issue. Fewer fires, more medical runs, senior officers retiring, younger officers being promoted, and a new generation of firefighters has become the norm. Educational requirements for promotions, incentive pay for education, and various specialized certifications have proven effective in creating a more educated group of firefighters. It seems that most of the folks I work with believe that the day you can't learn anything new is the day you need to leave.

ODS is one of five officer accession programs operated at Officer Training Command Newport (OTC), and is the foundation for your success as a member of the Naval Officer Corps.
The course is both comprehensive and intense, and is designed to facilitate the introduction to your responsibilities as a naval officer. ODS is physically demanding, but will also mentally challenge you as you learn about different aspects of the United States Navy including military structure, traditions and customs, the legal system, and finally, military etiquette. Sincerely, CAPT Alcorn Commanding Officer Officer Training Command Newport ODS - PROGRAM OVERVIEW  Purpose: The purpose of this course is to provide Staff Corps Officers and several Restricted Line designators with training necessary to prepare them to function officer development program their role as a newly commissioned Naval Officer. It provides a basic introduction into fundamental aspects of leadership while providing a working knowledge of naval instructions and references.
Scope: Academics: 5 weeks of instruction in Naval Leadership, Naval Administration, Naval Organization, Sea Power, Military Law, Military Indoctrination, Naval Warfare and Damage Control. It also provides leadership training through case studies and instructor led leadership scenarios. Physical Training: The privilege of serving in the Navy comes with the expectation that you will develop and maintain a level of fitness that allows you to complete all expected job tasks, respond to emergency situations and be physically able to accomplish the mission.
The “Officer Training Command Pre-arrival Physical Training Plan” will inform you of the physical fitness requirements and provide physical training plans to prepare you for the rigors of Officer Training Command. Students should be prepared to take a Navy PRT upon arrival at ODS.
A grade of at least Probationary; in all events of a single PRT is required to graduate ODS. Physical Training will include up to five days of strength and conditioning exercises to include, pushups, sit-ups, and various other exercises as well as sprints and sustained runs.
It is highly recommended that you begin a physical training regimen officer development program reporting to ODS. Please consult the Navy Physical Readiness Page and the Navy Operational Fitness and Fueling Series to help prepare you better for ODS. On these websites you can find information in regards to improving your overall physical fitness and dietary recommendations. Due to the structure of ODS, the run is the only cardio event option available for the PRT.
Ă‚ *NOTE* Students must be within Navy body fat standards upon arrival at ODS and students must pass an official Navy Physical Fitness Assessment while at ODS.Ă‚ Students who do not meet body fat standards may be sent back to their previous assignment or retained at Officer Training Command until passing an official Navy Physical Fitness Assessment.
Ă‚ UNIFORM REQUIREMENTS All ODS Students will purchase all necessary uniforms during your first week of training at ODS, unless the student already owns the uniform. Students should estimate to spend approximately $2,000-$3,000 for their uniforms. The attached uniform requirements list provides students with a general list of which uniform items they will be purchasing while attending ODS.
For prior service military, if you already own the uniforms on the attached officer development program, you will need to bring them. This will alleviate you from having to repurchase them. All uniforms shall be in a serviceable condition. Below is a link of all necessary uniform items. • List of Required Uniform Items Students will be offered $2,500 in Uniform Cards to help pay for all uniform purchases. Each student will receive two (2) $1,250 cards during their first visit to the Uniform Store. Students will be required to pay back the $2,500 during Week Five of Training. Any form of payment is accepted; cash, check, credit and debit card. Students will also have the option of applying for the Star Card during training for a 10% discount on all purchases. More information will be provided to students while at ODS.
Ă‚ ODS PROGRAMĂ‚ REQUIREMENTS Ă‚ Academic Training ODS is designed to prepare you for your future as a commissioned officer by providing the basic knowledge of the naval profession and its related military, academic and nautical subjects.
It will provide moral, mental and physical development, and instill the highest ideals of duty, honor and loyalty. The training you will receive during your 5 weeks at ODS is divided into 7 units of instruction. 1.Ă‚ Military Indoctrination:Ă‚ During military indoctrination you will be taught basic military customs and courtesies, naval terminology, basic uniform assembly and requirements, inspection procedures and training requirements.
2.Ă‚ Damage Control:Ă‚ The damage control curriculum is designed to familiarize you with the types of damage, which can occur in the naval environment due to accidents, warfare and nautical disasters. Damage control also includes instruction in fire fighting theory and prevention of different kinds of fires common to sea, shore and air commands. It also includes principles of chemical, biological and radiological warfare defense. Practical demonstrations of flooding control are given in a mock-up of a shipboard space.
Completion of both Damage Control officer development program trainer") and Basic Firefighting are required for successful completion of ODS graduation requirements.
3.Ă‚ Naval Leadership:Ă‚ Subjects include leadership qualities, motivational theories, team building, management skills, decision making, goal setting and action planning, communication processes and public speaking skills. You will have many officer development program through practical application to demonstrate leadership skills. 4.Ă‚ Division Officer:Ă‚ Subjects include military rank structure, performance evaluations, educational programs, officer development program records, classified material handling, naval correspondence, officer designations, promotions, pay and allowances, junior officer administrative duties and advancement.
5.Ă‚ Military Law:Ă‚ Subjects introduced include the Military Code of Conduct, The Geneva Convention, the Uniform Code of Military Justice, investigations, non-judicial punishment, court-martial procedures, apprehensions, jurisdiction, pretrial restraints, administrative discharges and claims. 6.Ă‚ Naval Warfare:Ă‚ During this phase you will study the equipment, shipboard spaces and weapons used in various operations.
Amphibious, Mine, Strike, Electronic, Submarine, Surface and Air warfare tactics will be studied. You’ll also examine the problems of detection and learn the weapons systems used in various types of combat. 7. Programs and Policies: Subjects include suicide awareness and prevention, Drug officer development program Alcohol Program Advisor (DAPA), Human Resources, Sexual Assault Prevention and Response (SAPR) and Safety Programs.
Ă‚ It also covers programs such as Tricare,Ă‚ Navy Marine Corps Relief Society and the Montgomery GI Bill. Ă‚ Military Training Military training at Officer Development School is comprised of the following categories: Physical Training: During ODS, physical training will be conducted regularly and will include warm-ups, running and/or strength and conditioning exercises, and cool-down stretches. See the Physical Standards Section for more information. Room Inspections (RLP): Student rooms are subject to inspection at all times.Ă‚ To ensure cleanliness and maintain standards, room inspections occur at regular intervals.Ă‚ Rooms are to be maintained in accordance with prescribed room standards which will be provided during training.
Personnel Inspection (PI): Each Officer will be inspected for proper uniform wear, grooming standards, knowledge (see Required Knowledge items below), hygiene, and general military appearance. Drill: Approximately 20 - 25 hours are spent learning and practicing drill for graduation.
Officer’s will be required officer development program march while at ODS. ( Marine Corps Drill Manual) Third Class Swim: Students will be required to take and pass the Navy Third Class Swim Test. This will test the students ability to jump off of a 10ft platform, float for five (5) minutes, swim 50 yards, and inflate their uniform in a drown proofing exercise. Click here to watch the Third Class Swim Video.
*NOTE* Students must pass the Navy Third Class Swim Test in order to meet all requirements to graduate ODS. Graduation Ceremony: Your final evolution at ODS is the Graduation Ceremony. Memorization Items: Students will also be required to memorize certain items for their various inspections while at ODS.

The Navy considers a physically fit body as important as a sound mind. The objectives of the physical training classes at Officer Training Command are to develop stamina, endurance and to improve your overall physical condition so you can meet physical fitness requirements associated with military service.
During ODS, physical training will be conducted regularly and will include warm-ups, running and/or strength and conditioning exercises, and cool-down stretches. You are required to be within Navy body fat standards upon arrival and at all times during ODS. Within the first two days of training, you will be weighed and measured. In the first week, you will participate in a Physical Readiness Test (PRT). Due to the structure of ODS, the run is the only cardio event option available for the PRT.
The better shape you’re in, the less susceptible you’ll be to injury. It is highly recommended that you prepare yourself well ahead of time. Postpartum Sailors may not attend ODS until they have reached six month postpartum status and have been cleared by a military Health Care Provider to participate in a wellness physical fitness assessment.

ODS Required Paperwork/Items to Bring Ă‚ To attend ODS you must have started a COVID-19 vaccine series or have a completed waiver from receiving the COVID-19 Vaccine. You officer development program need to provide this documentation on the first day of check-in in order to remain in training. Officer Development School Required Paperwork (You should bring 1 original of each requirement to turn in plus 1 copy for your records) ALL documentation should be originals or court-certified copies; NO notarized copies, or photo copies of original documentation will be accepted in lieu of originals.

Military Treatment Facility or civilian facility documentation can be used for immunizations only. Laboratory bloodwork must be completed by a Military Treatment Facility. Required Items To Bring: With the exception of traveling to and arriving at ODS, and traveling from ODS five weeks later, you will not wear civilian clothes.Ă‚ All necessary Navy Uniform items are available to purchase upon arrival.Ă‚ Ă‚ Below are the items needed to begin training and estimates for how much of each you will require.
The below list of items is only a SUGGESTION on the number of each to bring. Students will have the ability to purchase more items during their course of training if need be and have regular use of washer and dryer systems at no additional charge.

• I am already being paid at my current rank, do I still need to bring all the documentation? • It is recommended that you bring all the required paperwork if you have had any recent changes to the status of any of your dependents, or if your status recently changed (i.e., enlisted to officer, or reserve to active duty).
If you do not bring it and there is a problem with your pay, this may slow the process of correcting it down the road. • Who do I contact if I have a problem arriving at the base? • Contact the Command Duty Officer at (401) 862-4321.
• What is a typical day like at ODS? • Days typically start at 0430, and begin with Physical Training. The majority of the day is filled with classes and usually ends at 1700. Down time is minimal during the first week so having your Required Knowledge memorized prior to arrival will assist.
(Refer to the ODS Required Knowledge on the ODS Program Requirements "tabbed" section of this page). • What can I expect the first weekend I arrive prior to the start of class on Monday? • If you check in prior to Sunday afternoon at 1300 (Mandatory no-later-than check-in time) you are authorized liberty on base until that time. No matter what your orders state, you need to be here by 1300 on that Sunday. Rooms will be available Friday afternoon and Saturday for those that need to check-in before Sunday.

• You should make every effort to obtain your CAC (if active duty) or Reserve ID card (still in a Reserve status or in school) prior to reporting to ODS. Use the following website to locate the closest location to obtain a CAC and to schedule an appointment: https://rapids-appointments.dmdc.osd.mil/, You will need a copy of your orders and two forms of picture ID to receive your Military ID card.
Acceptable identification examples to obtain your CAC include: Military ID, Driver’s License, Passport, Social Security Card, voter registration card, Birth Certificate or Veterans Health Identification Card. All must be unexpired. Time will be available during your training if you are not able to receive your Military ID card prior to arrival.
It is not a guarantee that you will be able to receive your ID card while you are at ODS nor is it a requirement for reporting; you will be able to access the base and exchange/commissary with your orders.
If you are uncertain as to which military ID you are eligible for just ask your recruiter or accession program. • I am a new mother and am providing breast milk for my child; will I have an opportunity to continue pumping while I am in training at ODS? • Yes. Officer Training Command has opened a lactation room for staff and students to use while they are in training. The room is located in King Hall, the building where ODS students live, and provides a quiet, secure room with sink and refrigeration facilities and comfortable seating. Students who use this room maintain the key to the room at all times so that they can remain undisturbed. Students must bring their own pumping supplies, are responsible for removing any stored milk, and keeping the room clean.
Postpartum Sailors may not attend ODS until they have reached six month postpartum status and have been cleared by a military Health Care Provider to participate in a wellness physical fitness assessment. Full description of the Appalachian Police Officer Development Program The Appalachian Police Officer Development Program (APDP), the only program of its kind in North Carolina, is a two-year program designed to equip students with the knowledge, skills and training to become police officers, all while they are completing their undergraduate or graduate degrees at Appalachian State University.
Graduates entering the officer development program justice system job market will have bachelor's or graduate degrees, two years of work experience in policing, and North Carolina law enforcement certification and training. They will also have the exposure to different races, cultures, ideas and beliefs that enrollment at an institution of higher education provides. "Policing is a profession in need of leaders, thinkers and innovative ideas to facilitate positive reform.

Upon successful completion of an interview, a background investigation and a psychological evaluation, applicants will become police cadets. There is no additional cost beyond regular tuition. Cadet training includes broad training objectives and best practices specific to Appalachian Police, including: • first aid, automated external defibrillator (AED) and CPR certification; • communication skills training; • diversity training; • de-escalation training; • active shooter/aggressor training.
Upon completion of cadet training, cadets will be given civilian security assignments on campus, which can range from building security to special events on campus.
